Mutual exercises of the Ministry of Emergency Situations and the Ministry of Internal Affairs of Russia consisted of two parts. According to the legend of the first episode, the terrorists have thrown a bomb on the captured cargo vessel, namely Seskar bunker vessel, which was at that time in the water area of the Seaport. As a result, the vessel was set on fire and has got breach, through which the leakage of diesel fuel has occured. Besides, the ammonia keeps leaking out from tanks of the ship into the water area of the Gulf of Finland. Rescuers-parachuters who had to land on the water and get prepared for underwater operation, took part in the operation on removal of accidental consequences.
The scenario of the second episode provided that in a building of the Sea passenger port of Petersburg the terrorists have started up an explosive equal to eight kgs of trotyl, during carrying out of counter-terrorist operation. As a result of explosion, an inner part of a construction of premises fell, and the building was set on fire.
Rescuers of  Centrospas group (Central Rescue) of the Ministry of Emergency Situations of Russia, of Northwest regional search and rescue group, the State Administration the Ministry of Emergency Situations in Petersburg, the Municipal Department of Internal Affairs in Petersburg and Leningradskaya oblast, and experts of accidental medicine service and the Aeromobile hospital of the Ministry of Emergency Situations of Russia took part in the complex exercises. In total  there have been involved 411 person and 74 equipment units, including 23 sea vessel, planes IL-76 and BE-200 and a few helicopters
We should remind you, that Seskar bunker vessel by deadweight of 1645 tons, has length of 58.9 m,  width of 10.5 m and height of a board of  5.5 m.
